Shalini Bhargava Ray earned a B.A. from Stanford University and J.D. from Harvard Law School. She writes in the areas of administrative law and immigration law, focusing on immigration enforcement. Her recent articles include Abdication Through Enforcement, 96 IND. L. J. 1325 (2021), Immigration Law’s Arbitrariness Problem, 121 COLUM. L. REV. 2049 (2021), and Noncitizen Harboring and the Freedom of Association, 101 N.C. L. Rev. 677 (2023). Her popular writings have also appeared in SCOTUSblog, Lawfare, and Notice & Comment, the blog associated with the Yale Journal on Regulation.
Prior to joining UA Law, Professor Ray worked as a litigation associate at a large law firm in San Francisco, clerked for a federal district court judge in Philadelphia, served for two years as a staff attorney at the U.S. Court of Appeals for the Third Circuit, and taught legal writing for several years.
